"Fundamental Law of the union of the people of Colombia.
(From a Correspondent.)

We the Representatives of New Granada & Venezuela
united in a general Congress, having attentively examined the
fundamental law of the Republic of Colombia, granted by the
Congress of Venezuela; in the City of St Thomas of Angostura
on the 17th of the month of December, of the year of our
Lord 1819; & considering,

1. That, from their union in one entire Republic, the provinces
of Venezuela & New Granada possess all the means of
raising themselves to the highest pitch of prosperity & power;

2. That by remaining as separates Republics, however
strict may be the ties that unite them, far from availing themselves
of such advantages, they would scarcely be enabled to consolidate
or to make their sovereignty respected;

3. That being deeply penetrated with a sense of these great
advantages, all the individuals distinguished by superior
talents or by tried patriotism, had urged the Governments of
the two Republics to agree upon their union & which went
has only been impeded by the vicissitudes of war;

4. And finally, that these same considerations of reciprocal
interest, & of manifest necessity, impelled the Congress of Venezuela
to anticipate this measure, which was in a certain
degree, proclaimed by the constant wishes of both people.—
