Collectanea. Foreign Hanover

Traveller Jany 4, 1822.

"German Papers, to the 25 Decr have arrived this
morning, from which the following are extracts:–

The visit of His Majesty to this country seems to have
rendered the necessaries of life cheap or rather than dearer.
The farmer suffers severely by this cheapness, because
the prices do not cover the expenses, & there is no prospect of
any improvement in the prices without exportation of Corn
by sea. – But even all the mercantile ingenuity of the Hanseatic
Cities cannot bring this about, since even the Swedish
consignments of corn to England & Italy have failed, tho' they
were undertaken with resources far superior to what the
Hanseatic cities can command. This state of things is calculated
to excite uneasiness: ready money vanishes. Gold is
at above 10 pr ct. agio, tho' the English course of exchange
falls, because the importation of goods decreases as winter
approaches, & because in general trade declines – the
landholders from the highest to the lowest, being compelled
to limit their expenditure. Not the gold alone but even the
the heavy silver coin flows away incessantly through Hamburgh.
The species dollars (crown pieces) are at a premium
of one pr ct. even in Leipsic, & the Prussian coin comes
more & more into circulation. But even the dollars of this
coin will soon take the same road, unless a happy turn
of fortune should open some vent for the German manufacturers.
The purchase of some thousand horses for the
french Cavalry is as nothing to set against such great
losses, & has had no effect. The report that our troops would
be taken into English pay has long since subsided, to the regret
of the soldiers. According to the regulation of the General Military
Tribunal a member of the Chancery of Justice is to be
added to it, & has to speak in all cases which involve capital punishment.
The Tribunal may mitigate the sentences of the Courts
Martial, but not add to their severity. The Royal confirmation is required
only in cases of
sentences against Officers
to more than 1 year confinement
to a fortress &c.
& the King's confirmation
is also required only for
such cases for the penalty
of death. In all other
cases the presiding General
in Chief is authorised to
this and, on the proposal of the
Auditor in the General Military
Tribunal.

The Gendarmes (land Dragoons
as they are called) will undergo
some change. The States as is
well known have agitated the question of retaining them. The Assembly of the State of the Kingdom is summoned for the 28th Jany & will have to deliberate on many
subjects connected with the public distress.
