Private letters from Madrid of the 31st Decr
state, that the Council of State, held there on the previous day
had excited much interest & curiosity. The King contrary to his
usual practice, presided at it, & entered the Council room
when there were only 4 Councillors present, but shortly afterwards
the other Members arrived. The King opened the Sitting
by stating the urgent necessity of adopting vigorous measures.
Castanos, Blake, & Romanillos were of opinion that the
Ministry ought not to be dismissed: that if the King submitted
to the wish expressed by the Cortes & the people, His
Majesty would only be the instrument of a faction: & that
the Cortes had made common cause with the descamisados.
Sirs. Circar, & Carrazal were of a contrary opinion, & the
former boldly declared, that if the King would consent to the
desires of the nation, all would end as if by enchantment,
& that the continuance of the present disorders was attributable
to His Majesty. The King thanked these 2 Councillors
for their sincerity, & the Council broke up at 5 o'clock
in the afternoon without coming to any decision.
