"The following is an extract of a private letter
from Liverpool, dated Jany 21st — "By letters received here this
day it appears that the ports of New Spain have been formally
opened for the importation & exportation of manufactured
goods & produce of every description. The duty on importation
of manufactured goods in foreign ships, is 25 pr. cent: Ditto in
Spanish Vessels 15 pr cent. Duty on exportation of spice 2 pr
cent.
