"The Lisbon packet brings advices to the
1st inst. Brigadier General Moura's appointment to the command
of the Province of Pernambuco has been changed & Brigadier General
Jose Correa de Mello named in his stead; the former is to have the
command of Para. General Rego the late Governor of Pernambuco
had arrived at Lisbon in a French Brig. The project of a law for
the establishment of a National Bank had been approved of,
with some few alterations, & it was expected would be immediately
sanctioned by the King. The effect of this circumstance on
the Market at Lisbon was so great, as to improve the value of
the paper currency very considerably. In conformity to decree
of the Cortes an order has been issued by the Finance Minister
for the sale of certain portions of the public property
for which payment could be only received in paper money."
