"By the returns of the expense of the poor in England
& Wales, it appears, that for law expenses only, in the year 1810,
more money was paid than the whole expenditure for the King,
his Court, Ministers, Judges, Ambassadors, the Princes, & all the
State Pensioners added together. The whole expenses of the poor
amount to a sum equal to the Revenue of the Emperor of
Russia, who maintain an army of a million of soldiers &
to more than twice the expenses of the Government of the
United States."
