"Hanover, March 10th.
The third Number of the Journals of the Assembly of
the State, which is published officially, contains the following passage.
'It was resolved in the first Chamber to reply as follows to the
'Rescript of the Ministry respecting the New Military Laws:—
'The States observe with regret that the Ministry by omitting the
words with their approbation, design to dispute their right, founded on the
Constitution — namely that their approbation is necessary to all new
laws affecting the country in general. This principle is the grand
foundation of the dignity & the utility of the States.
'In the present case the assertion of the Ministry was the
more unexpected by the States, because the law in question pronounces
a new & general personal obligation of the subjects, & therefore
as it affects not only the property but the person of the subject requires
the sanction of the States in a much higher degree than
any law relative to a tax.
'The States, therefore, feel themselves bound to urge the Ministry
to retract, an assertion so prejudicial to their Constitutional
rights & to express their reliance on the just & paternal sentiments
of his Majesty, that in future no new general law of the
Kingdom will be promulgated without their express consent.' "
