"One French Mail and three Hamburgh
"arrived yesterday. New York papers also arrived yesterday
to the 9th ult. 4 days later than those which reached Town
on Saturday. These papers contain the commercial regulations
established for the conveyance of goods over the isthmus
of Panama, since the declaration of independence there. The
advices received from Porto Bello are of 7th Jany & from them
it appears that the above port, Chagres & Panama have declared
their independence & been opened to friendly & neutral vessels.
The documents received at New York are accompanied by a
tariff of duties. A proposition had been made in the Senate
& negatived, to annex West Florida to the state of Alabama.
The Committee on Commerce & Manufactures had been instructed
to inquire into the expediency of prohibiting the importation
of spirits. A long report has been presented to Congress by the
Committee to whom the state of piracy on the high seas had
been referred. From this interesting paper which we regret
we have not room to publish, it appears that the United States
have a very considerable naval force in various parts of the
Atlantic & Pacific, cruising against pirates, & they intend
to redouble their efforts to protect their merchantmen
from lawless depredations. The present Session of Congress
was to terminate on the first Monday in April, & the National
Intelligence complains that a large number of
important questions must be postponed.
