Morn. Chron. April 22d 1822.
"Madrid. April 7th. In the sitting of the Cortes on the 6th
the Committee of & Justice presented its opinion on the question
whether the Magistrate to be included in a proceeding
decree relative to persons who enjoy an office with any salary
whatever. A long debate arose & the Minister of & Justice
in a long speech said there were scarcely a dozen good Magistrate,
& then the places of Judges of the first instance were
filled by ancient & by Royal or Segnorial .
The Minister shewed the necessity of a reform in the Judicature.
The affair was referred back again to the Committee."
