Morn. Chron. Octr. 14th, 1822.

"According to L'Essai Statistique sur les Royaumes
de Portugal et d'Algarve" by M. Balbi – European Portugal
contains 3,173,000 inhabitants, has a revenue of
45,000,000 francs, a debt of 240,000,000, an army of
60,000 men, 4 ships of the line & 9 frigates.

The Portuguese Monarchy in the 5 parts of the
world (M. Balbi follows apparently Malte Brun's Geography)
– numbers 9,1000,000 subjects.

Brazil contains of these according to an authentic
census, 3,617,900, of which 843,000 are Whites 259,400
Indians, 426,000 free Mulattoes, 202,000 Mulatto slaves,
159,500 free Negroes and 1,728,000 Negro Slaves. In
adding to this population the encrease it ought to have received,
it probably will amount to 4,221,000 of which at
most there will not be one million whites.

In case of separation from Brazils, the Portuguese Monarchy
will have still a population of 5,000,000.

Among the possessions out of Europe which in this case will
still belong to Portugal are the Azores with a population of 200,000
whites, Madeira has 100,000.

Lisbon is the natural centre of a white population of
3,400,000 individuals; Rio Janeiro at Bahia will be the
centre of only 1, million. It could therefore be ridiculous to fix
the Government & Court at one extremity of the Brazils.

The expences for 1822 amount to 54,000,000 francs. The
certain revenues of Portugal alone amount to 44,250,000 francs.
If there are no receipts, then from beyond sea there will be a deficiency
of 9 or 10 millions of francs.

The 60,000 men include all the regular military forces of
the Monarchy, but according to an official Report the regular
effective army of Europe amounted in 1821 only to 21,000 men.
There are also 48 regts of militia & a species of general levy
called Ordenança.
