regal power, (intrusted for better purposes), to
extort mercantile gain to the prejudice of the
commercial industry of it's subjects. This is at
variance with the spirit of the act of Parliament
referred to, and the admitted liberality by which the
conduct of the Indian Administration at home
and abroad is distinguished. Regulation 31. of
1793 is intitled, not indeed very accurately, "A
Regulation for enacting, with modifications, and
amendments, the rules passed July 23, 1787, and
subsequent dates, for the conduct of the Commercial
Residents and Agents, and all persons employed
or concerned in the provision of the Company's investment."
The following is an analysis of the provisions
of this law, in which the public is interested:–
No person in balance to the Company in any transactions
connected with the provision of it's investment,
or under engagement, can withdraw from
its employ. Persons who have dealt with the company
on account of it's investment, must give the
previous notice of two weeks before they can
withdraw – Sect. 2 and 3. S.3.
The goods manufactured by persons under
engagement, or indebted, to the Company, are liable
first for the claims of the company. The parties
can not work for themselves or others – penalty,
C. 4 and 6 of S.3.
When a contractor has not performed his
contract for delivery of goods, he is to be put under
the restraint of peons. C.5. S.3.
