The best part of the system is the mental instruction of
the whole army. The recruit, "at the expiration of his +
three years' service is able to read, generally to write,
and has not been in want of the opportunity of acquiring
some knowledge of the history, and geography
of his country. Great care is also taken that the acquirements
of the officer should correspond with his rank
over those he commands. Even for a common soldier
to be advanced to a sergeant he must have a certain
superiority over his fellows in education. This is
admirable, and might be adopted in every military
service, with infinite advantage to the
soldier and to the whole community. As the
object is to identify the army with the nation, all
civil offices are filled by retired soldiers, instead
of giving them pensions.
Each regiment of the landwehr, when not on duty,
has a Court of Honour, which inquires into the
conduct of the men, and confers a moral punishment,
"which all would willingly avoid, +
and few are guilty, of incurring." The landwehr,
when not enrolled, are subject to the civil law of
the country; The whole cost of the army, including
the landwehr, is 22,000,000 dollars. This large force
and great expence, in a population of only 12,000,000,
and in a country so poor, must dry up the sinews
