We apprehend the interpretation we have given to
that part of the 26 Art. of the Treaty of 1810 which forms
the present question, to be that which is most natural
If indeed we need of any argument to
strengthen our opinion, we should find one in the commission
of the point, after much discussion, by the former Portuguese
Government, when it was settled and arranged,that British
Woollens were by the last Treaty subject to 15 prCent
duties solely, and on the faith of this understanding
a new Tariff was consented to be made, by which the
valuation of those goods was considerably raised in
favor of the Portuguese Government. The correspondence
on this subject, between Sir Charles Stuart late His
Majesty's Envoy to the Court & the Portuguese Secretary
of State is (if we are not mistaken) in your possession,
and to it we respectfully beg leave to refer you.

The Treaty of 1810 will be further violated,by the
above Resolution,in the 3d. Article, which stipulates
that the Subjects of the Two Sovereigns shall not pay
in the Ports, Harbours, Cities, Towns, or places belonging
to either of them, any greater Duties & than those that
are paid by the Subjects of the most favored Nation.
Now at the present moment Superfine Woollen Cloths
imported from the Netherlands (and doubtless of French
Origin) are admitted on payment of the duty of 450 reis,
p Covado, while British Woollens of the same denomination
are actually now subjected to the payment of 480 reis p
Covado
, and by the late Revolution of the Cortes will be
tarred with a duty of 960 reis p Covado, being more than double it
