In the progress of hostilities so fierce & irregular answerable as those
which have accompanied the Greek struggle, it could not
but happen than many unlawful irregularities would take
place between the contending parties, – The Greeks had on more
than one occasion irritated the British Government. They
had landed at Ithaca – an English colony & had attacked
& destroyed many Greeks who had landed on that Island
& they had Various acts of piracy, too, had been committed
under the protection of the Greek flag. It was not to
be expected that the Greeks, just awakened from their
horrible terrible & humiliating subjection should understand
or conform to all the necessits delicate distinctions of
international law. When serious complaints were made
against some of their proceedings of the Greeks, the Committee requested one
of their body – who is most distinguished for his perfect
acquaintance with the law of nations his ( to draw up for them
a short code of maritime regulations which nee whose
adoption might prevent umbrage being given to any
European power, – & especially to those who were looking
towards Greece with no friendly eye & rejoicing in every
infraction if the regulations of civilised warfare be James
