The second loan for Two Millions was contracted without the slightest
reference to the Greek Committee, – to whom we have reason to believe
the whole affair was a secret. And this was rather extraordinary
because whatever opinion might have been formed of the Committee
they could not but possess a great number of important facts, of
which a contractor oug would have done well to possess himself alike
for his own security & the security of those who relied on his judgement.
We do not agree in think that contractors in general hold hold far
too cheap the responsibility in which they stand to the public &
that when moneys are lent to young & feeble governments like that of Greece, some
securities guarantees should be obtained – for their proper direction application.
With such guarantees Had the large sums raised for Greece been
well & wisely applied, there can be no doubt that the soil of Greece would
at time this moment be untrodden by an invader. As it is,
the money has corrupted her chieftans, – fomented her factions –
disappointed her friend lowered her character – & alienated many
of her friends: – while, to those who advanced it, have only to
anticipate final & total loss: for notwithstanding every recommendation
that urgency itself could impress upon the Greek Government, no
measures whatever have been taken for the payment of the
stipulated interest, – or for the fulfilment of her part of the contract
with the English lenders.
