Among the largest items by which the expenditure of the second
loan is accounted for is the sum of £ employed in
America for the building of Frigates. Nothing but infatuation,
gross ignorance, a dishonesty will serve to account for this
strange misappropriation of the Greek money, – which the
means employed were just suited to the end. At a moment when
instant assistance to Greece is all important – at a moment too
when it is within our knowledge that many ships of war
cheap & ready for sea were to found in European ports, – a Cavalry officer is engaged at an enormous salary & is despatched
to the United States, with vague & instructions – instructions
inconsistent too with the orders of the Greek government –
and after spending £150,000 in the erection of two Frigates –
it is discovered that a very large sum – not less than £50,000
more is wanting to complete them – & the result is that both
of them get confiscated as security for the debt for which they
are said to be responsible. The most favorable result that
can now be anticipated is that one should be sacrificed to
save the other, – & the Greeks will possess a Frigate wh at a
price for which all the annals of official robbery present no parallel.
