Commers of Treasury with Bentham

5. Jeremy Bentham to be appointed Governor to with allowance £12,000 The Art. 5 The said Lords Commissioners hereby
engage humbly to recommend to his Majesty to make appointment that he would be graciously pleased to appoint
of the said Jeremy Bentham to be
Governor of the said Penitentiary House with its
appurtenances when erected during [the good behaviour his natural life with like the same powers as those given to the such overseer as abovementioned
of the said Jeremy Bentham,] Remainder
to any Assignee or Assignees jointly or succesively for the life of the said Jeremy
Bentham for any term or terms determinable for <add>and during the natural life of him the said Jeremy Bentham</add>
upon his life Remainder to the said Samuel
Bentham Knight of the Order of St Geo of Prussia & Brigadier in his Imperial Majesty's Service Remainder to any Assignee or Assignees
of the said Samuel as aforesaid, with a salary an allowance
annexed to the said office of not less than £12,000
a year payable quarterly, clear of all taxes, fees, gratuities and other deductions whatsoever, and
with interest in case of arrears as aforesaid: as also to appoint the said Jeremy Bentham every such succesive Governor as aforesaid of the said piece of ground whereon or on part whereof such Penitentiary House or Houses with the appurtenances shall be erected: provided
that such salary allowance shall be computed from the expiration shall not begin to become due untill one year after that the day when the said intended establishment shall be in readiness to receive the said convicts in pursuance to notice as aforesaid
of one year after notice given on the part of the said
Jeremy Bentham of his readiness to receive the such
said number of 1000 convicts as aforesaid, the
said allowance of £27 31,000 , together with the supplemental allowance for as abovementioned being intended to include
all the charges of the maintenance attending the custody maintenance & employment of of the said original number
of 1000 Convicts during the first year, in manner
herein after mentioned during the during first year:
except only the amount of the premiums for insurance only exempted
during the first year hereinafter mentioned.
