Correspondence Panopticon Bill

a sufficient partial allowance for the expence of building filling
up and stocking as aforesaid but only a partial
allowance the sum to the amount of at least £200,000 out of £215,000 in respect of the same towards the same the bulk of the outlay expenditure
necessary for the same being accordingly made up to be made
up by and out of the private fortune ++or served by the ingenuity of of the
said Jeremy and the said Samuel Bentham or
one of them And whereas if the profits <add>if any </add> of the
said undertaking were not as well in respect of
any part thereof and so in particular in respect of
such part thereof as the said Jeremy and Samuel
Bentham may be disposed to insist
in the shape
of a fixed capital employed in the adding to the
improvements made in the said if the said such Buildings improvements and stores were not to be the property of the said Jeremy Bentham and the sai intended managers the requisite encouragement necessary to induce them to con contribute by their own - choice then to lay money to out money in the improvement of the said establishment would be in great measure wanting intended Building and
in the is increase of the stock
employed therein employed there would be a want
of sufficient encouragement on the part of the
said Jeremy and Samuel said original Governors Bentham to make
such improvements and investments And whereas
on the other hand

Now therefore it is hereby further agreed and declared and agreed that the property of all such stock is in the said Jeremy
and Samuel Bentham and their respective legal representatives and the their legal Exe representatives
of the survivor of them and that it shall not be lawful
to his Majesty his Heirs or successors to from the decease of to make appointment
of any person other than the Heir at Law or Divisee such of the Survivor
to be Governor of the said intended Penitentiary Moral as
untill satisfaction made to
