Penitentiary Bond

Whereas in and by certain articles of agreement
had made concluded and agreed upon
and bearing date this present day between the Right Honourable the
Lords Commissioners of his Majesty's Treasury on
part and behalf of his said Majesty of the one
part and the said Jeremy Bentham of the other
part it is amongst other things agreed touching
the setting up of a Penitentiary Establishment for
the confining and employing convicts it is amongst
other things provided and agreed, that in order
to keep the management of the said intended
establishment the more constantly and effectually
under the eye of justice at he the said Jeremy
Bentham being the first intended Governor
thereof and his successors thereof in the
said office as therein mentioned shall on the
first day of every term by themselves respectively
or their sufficient Deputy present to the Court
of King's Bench a Report exhibiting in detail
the whole state moral and medical of
the said establishment: together with the economical
state thereof: at least in so far as the
public in behalf
his Majesty's government
on behalf of the said Prisoners is interested in and
