Under the head of incapacitation (viz: for fresh offences)
I have had occasion to point out the service advantage

At the time of the last account, the actual quantum

a measure of morality, police but as it is as a measure of
finance, it would in both characters, be still worse in both , were it
not for its efficiency in the character of a measure of destruction. Some men, I hope will not — even in the secret of in their own
hearts breasts — two men I trust will openly and in the face of day
be bold enough to set down this destruction on the profit side of the
account. Even Not that were this flagitious profit, if it were one,
could not be justly be placed to the account of this new-invented transportation
system; some, by crowding the men into the setting or leaving men to rot in
the Gaols at home, the same or any still more preventive
and more economical degree of destruction might be
effected at a small part of the expence.
