Notwithstanding this increase in the ig total quantum, the (The rate of expence per head (it may be observed )
on the other hand) would in this case have been diminished: since that
portion division of the expence which is fixed and applies
in common to all — such as that of the several official
establishments — civil, military and naval, having by
the supposition a greater number of heads to distribute itself
upon, would fall, in so much the less magnitude, upon
each. The truth of this observation must to a certain
extent be admitted: someexpences heads of expences there are to which
such as the expence of the the survivance of those who perished would not have
added any increase. The expence of transportation is
an example: but how far or in what degree — or
indeed whether in any degree , — the expenceof the several
superintending establishments above mentioned can be pro
with propriety be considered as being in the same case,
will be matter of great doubt. All along Throughout, the remoteness
or supposed scantiness of these several establishments
ab appears to have been matter of general complaint:
this complaint, well on ill grounded, has been among the
few complaints which appear to have met with adequate attention
here at home, and a very considerable increase
in the total of those establishments has been the consequence.
Thus stands the matter, notwithstanding the
reduction effected in the population by the causes of distinction
abovementioned: can it justly reasonably be assumed, that if the
population had been in any degree greater, — the establishments
for the management of it would not in the same
degree have been increased?
