By the deductions of reason drawn reasoning from analogous experience, I had been
led to the persuasion that the institution of this penal Colony
was from the first, and will be to the last in a state of radical
and incurable repugnancy to every one of the objects points that were

every one of the ends of penal justice —example—reformation—
incapacitation for first offences—compensation—economy.for the injuries by the penal offences
