Incediarism

Even in England instances cases are not wanting in which a sort of
blind antipathy malevolency, compounded of sport, envy and despair has
without any special provocation given birth to this crime in the breast on the part
of some deluded moon struck wretch; who till then was had led a life without reproach[+][+] In time of scarcity, destruction
is the grand remedy always among
the remedies employed by
of an population
and on these occasions
fire the most
of all instruments
is seldom suffered to be
called.


Obviously, the greater the mischief of the act, the greater
the depravity of him who scruples by the view of that mischief is not deterred not the commission of
it: the more conclusive the testimony with which it indicates
him as being ready at all times, as often as temptation
offers, to plunge headlong into all crimes. And this very same
circumstance by adding to the terror which it inspires adds to the
mischief which++ p. 31. it produces.
