Superfluity and penury — both in excess — ever the inseparable
concomitants of all such distant expeditions — the more distant
the greater more enormous the excess. At home At home In a Penitentiary House
nothing would ever be furnished that was not naturally wanted
nor that at any time but the very precise time at which which
it boagun began to be wanted. To New South Wales on pain of insufficiency every
thing must be sent out that can by possibility be wanted,
an every thing on the greatest quantity in which it can
be wanted. A composed of ten parts is sent
out or meant to be sent out: of the ten one is wanting
or unserviciable or worn out — the other nine are useless.
