Free settling hopeless
is in mens power to convince. In the case
of a tax on paper money issued, the tax has
no tendency to reduce in any respect the quantity
of such paper which it is in men's power
to issue. In the case of a tax on consumption, the quantity
which each man can consume determined is limited
by its his income: but In the case of a tax
on paper money issued quantity of income has
nothing to do in the affair: the quantity a man
has it in his power to spend depends — not upon
the amount of his income, but upon the quantity
which by means of his capital or otherwise
he is able finds it in his power to get procure individualy to accept of him, consistently with his
security in point of solvency regard to respect of the faculty
of fulfilling the engagements entered into by it:
As he can not issue any the more money
on account in consequence of the tax, so neither is there any
thing in it to prevent him from issuing so as
much. Without the tax he issues as much
as he thinks he can with safety, with under the tax he
still issues as much as he thinks he can with
safety: and there is nothing in the tax which
has nothing in it eitherto pain render it less safe
