But And for this extra fund of grain a proportional quantity of
store-room must have been provided. To lay up any
such quantity either of grain or store room is incompatible
with the nature of things in the case of the
grower of the article, the independent settlers: the habitual
amount of this produce is necessarily limited by the habitual account
of the demand. The highest degree of providence,
would not suffice for the production of any such extra
quantity: of a quantity to that amount over and above
the quantity for which any thing price could be got; obtained, and among
the characteristics of the country is the highest known
degree of improvidence. Such security found therefore
if laid up at all can no otherwise be laid up, than
by the Governor, by purchases made to that amount
by him of the settlers, at the such price alread as they will
be content to give. Store houses and grain together,
the mere expence is what Government here would probably
not be very willing to bestow, nor and what without the previous
consent of Government here, the Governor there would
neither deem it prudent, nor perhaps find it practicable to
bestow. Supposing even all requisite measures to be agreed upon It is not in any one year that any such a
surplus are to any such amount could be procured: angulation
and execution together, three four or five years is seems
the least time that can be assigned for the completion of
this magazining plan, supposing a plan which political
men start from with affright as too mighty
for Great Britain, supposing this plan to be determined upon for New
South Wales. No symptoms of any such providence on the part of the Governor appear
