Be the case as it
may with regard
to the disadvantages
chargeable upon
Colonies in general,
this is chargeable
with particular ones.

If such be the tests test of utility in Colonies, what
Colonies Colony then it may be said ) are is there that can abide them it?
I answer—I have already answered—none. But in opposition to the prevailing
establishments, all diverging from that the principle
of real utility there are gradations degrees of divergence. The advantages
deducible from Colonies in the instance of every
Colony, ideal ones; but in this Colony even those
ideal advantages are not to be found. Set every
thing that has been said against the reality of the advantages
to the possession of the Colonies be
allowed to be wanting and illusory as applied to other
Colonies, the advocates for this Colony will derived no
advantage from the concession: for even those ideal
advantages—advantages there to be real ones altogether
wanting here.

Upon every
country Colony that has been ever planted, there has been with reference to the
country planting it, a loss: but in the case of this Colony in
particular, the loss has ratio of loss has all along been
and, for so long as it shall be maintained on the footing
of a Colony, can not but continue to be+ a rate of loss, in magnitude—altogether
without example: at least if the expences, constant and occasional
of defence against foreign enemies be laid out of the case as they ought to be
in this case where one of the turns of the comparison
Colony, the worthlessness of which is so palpable, and likely
to be so universally and perpetually recognized as to
afford it a perpetual exemption from attack on the part of
all foreign enemies.

In the case of other Colonies, the matter mass quantity of valuable wealth
things produced is no gain: because at home, at least in
by the same quantity of expence in the ware article of capital and labour
the same matter on at least equal quantity would have
been produced without any of that extra expence
certain and contingent in the way of civil and military & naval establishments
and occasional wars which constitutes the dead loss on
Colonies.

may appear on such an account a reasonable
one, if it be considered
that the enormous and
manifest negative value
of this unexampled Colony
is the very circumstance
which it stands indebted
that seems to promise
for the perpetual excemption
it has enjoyed
from all such charges.

In this the instance case of this Colony, in the nature of the case things
nothing valuable in any quantity worth regarding can
ever be produced: or if though produced not brought home to
the mother Country without an that expence in the score of
extra freight (the incurable result of the extra length of voyage)
which as over and above the amount of the
heaviest expence that on that score would be to be borne by
the produce of other the other already settled and nearer Colonies
