Panopticon versus

Under the old law, the a property in the service of the Convict, though
personally it could be of no use to the transporter though in the
nature of the case
it could not be of use to any body during was
the transportation — voyage conveyed, and with perfect propriety,, was given to be the law convey'd by the words of the law — in appropriate
words, to the transporter, that he at the end of the voyage, he
might have it to convey to his on shore. Under
the new law protection relative to <add>new law, the + </add> + the property is a mans service, for the time during his con the thing in itself unless — + + -continuance the service in a situation that admitts not of his a mans rendering any sort of service. is carefully preserved: while the only thing that in itself is of any value
The only thing that man's service that could really have been meant to be conveyed
the property in the service at the end of as far of the man as the end of the voyage is drop
by the terms words of the law left undisposed of.

Understanding that at the conclusion of the voyage,
the Bondsman was not under this new system to be sold to assigned over to an independent
purchaser, but to be put into the hands of an
agent of government to be employ'd on account of government, the pe penman seems to have dropped the words of assignment
as if they had been words no longer wanted as so many words for
which the demand was gone: what seems not not considering to have
occurred to him is — that wherever was whatever Master was to have possession
of the Convict and his service, words for conveying placing the
man under the power of that such master were just altogether
necessary and indispensable.
