In saying that of legislation there was no deficiency
of legislation, I had like to have no want: though as of more familiar than is presented itself before the other was perforce put
aside not, to avoid save the expression from ambiguity.
They want By the word want we are in use to understand mean sometimes
deficiency — sometimes need: sometimes the absence non-existence of
the thing in question: sometimes the absence existence of no a
demand for it.

The distinction was worth explaining: In the one
sense — in point of demand their history can scarce produce
a case in which the want of legislative power was
either urgent or mere incontestable: in the other
sense, to a superficial glance at least no master of it have been found are discoverable. The
supply having no other limit appears to have had for
its limit having no other the forecast and vigilance of the despot —
Governor: and if upon a rigid it should
be found in here and there an instance to have fallen
short of the demand, it would be still easier I am inclined
to think to find instances of its having gone beyond
it. In by far the greater number In the bulk of instances
I should expect to find it exactly commensurate to the demand,
than which no higher degree of merit can be display'd:
for upon the whole the degree of wisdom and probity in
all their modifications, on the part of this instrument of lawless
power struck me all along as being far as far as beyond
what the creators makers and workers of it here at home
had any title to expect.
