In among the By the epithet despot prefixed it the word Governor I mean not to convey convey cast reproach: it
is the situation of the species, not the character conduct or disposition
of the individual that I mean to characterize.
By despot I mean nothing more than a man
who some how or other found himself possessed of despotic
— that is of absolute — autocratic — power: of legislative power, and
along with it of judicial power as well as th executive: power
of judicial in a way not the less substantial and efficient for being
unrestrained by forms. (a) (a) See Note By despot I mean nothing more neither more nor less
than what the Grubs from whence we had it meant
by it before their Orators had made an instrument of
fallacy of it by fastening a sting of reproach to the
tail of it. I d meant simply to say that in the
Governor or New South Wales — every individual mortal
bond is free — had a master: without meaning to have
that it not meaning to say understood or that that master was on every occasion
a bad one.
In the event he was like <add>most other men</add> set sometimes but sometimes
sometimes a good
master, sometimes not quite so good: as on each occasion as the occasion, acting in concerning
with the disposition in which it acted, prompted: but if on any
occasion he failed of being as bad a master as possible, it
was not for want of any thing that could have been done
to make him so by those who sent him there.

A despot therefore he was and is at any rate: but whether
in any respect at his own instance, with his own good liking or whether in all respects (as the man
in the comedy was made a play; is an) he was made a
despot in spite of his death teeth — is a point neither worth
ascertaining nor ascertainable. He was not the less made so
by his masters here.
