distilling of spirits — distillation of spirits — was the sale
were they silent in the subject of sale? of spirits?
were th was it confined to that of distillation? It may
be so: but it is more than I should have expected. To
suppose t at any thing possible which as yet has not been known to have happened
is a stretch of thought such as I should not have beyond any thing of which I could
re have suspected his Majesty. Ministers if that have not
to speak of others.

Proof of utility were not of the measure opposite to that

Proof of illegality. In Great Britain it is certainly no
more of a "misbehaviour" than it is of an "outrage" to barter
exchange corn for spirits. Nor would it be a ground for refusing
a licence for the sale of trade in spirits, much less for revoking
one when already granted: granted, and that to last for a whole twelvemonth
instead of being revoked by an unexpected stretch of power
at the end of before two months were at an end.
