The object of the present address, my Lord, is to
engage prevail upon Your Lordship as a an efficient Member of the present
Administration to and one to whose Department in
conjunction with Mr Addington's it exclusively belongs
to use your mediation with Mr Addington and
engage him to do join with Your Lordship in
repairing in this behalf so far as it is capable of being repaired the
mischief done in this business by the preceding ministry.
But from this task, from which the hand
of Mr Addington has shrunk already Your Lordship
can not reasonably be expected, to set down, if at
all, with a much more willing hand. To a
Minister in Your Lordship's situation it will certainly
be scarce convenient, and therefore probably t more agreeable,
to consider the whole business as a res acta
a business decided upon by those to whom it was
competent to decide: and with which accordingly I have
no right to call upon their successors to .
To decide, yes: — so far as they have decided
according to the best of their judgment, and so far at the same time as they
have decided according to law. But the case as — and
as it appears to me I have even already proved — that in doing
what they have done they have neither acted according
to law nor yet according to their own judgment nor
yet according to law [nor even so much as decided:
for the such inanimate a course they have taken in the hope of putting in last instance in relation to
and to the business, though taken in suggested taken as it may have been, by the hope of putting
an end to it does not so much as profess to put an end to it]
