In the East Indies — at that comparatively small dr
distance — power it was society it had been found could
not be kept together if power were lodged otherwise
than in a single hand. At first it had Even from
the first it had been lodged in a single body [+] [+] and that composed of no more than four members without
any such feature belonging to it as that of a more numerous
body delegating its powers by election. But as in that
single body and that the power had been distributed in shows
as nearly equal as possible among the members, it had
still undergone division: but even this degree of division
was found — and that by long experience — incompatible
with any tolerable degree of security for its existence. With such
checks as could be applied to the power without the division of the power
itself, it the supreme legal power was accordingly vested in a single hand.

Whatever be the political organization of power, power
subordinate power is in the nature of things stronger and stronger — approaches
nearer and nearer to dependence — is less susceptible of
occasional checks from the greater the physical distance of the spot
the longer the interval between the time of command and the
time for obedience — and therefore the greater the physical
the time or rather travelling distance in point of time between spot and spot.

In New South Wales the same checks political in words might
have been applied to single handed power as had been
applied in the East Indies. But in a spot more
than
twice as far distant from the seat of supreme power
as it is in the East Indies [I], [+] (over-land communication being taken into the account) those checks though mere distance alone without reckoning
other causes would rob these unusual checks of a great
deal more than half their real force.
