Though of the legal powers necessary to the carrying
on the business of government this heterogeneous community in the society an essential
part was this wanting, yet there was for a time
at least during which it might well enough appear
probable, that the business might go on as effectually
as if there were no such deficiency of legal powers. The
use of the existence and indeed only use of the real existence of these powers
would is be to keep up the belief of it. So long as
they were believed to exist, whether they did really exist
or no, would be not only a more abstract question but a question
which by the very supposition is never could present
itself. A government de facto so long as it is believed
to be a government de jure, answers exactly the same
purpose as f the same government would do, if it
besides being a government de facto it were also a government
de jure. That this was the real dependence
will I am inclined to think be appears be put pretty well out
of doubt. That it was a very frail and dangerous, and culpable not to say inimical dependence will
I trust be equally out of doubt.
