It was at a time on an occasion still fresh in every body's memory
that It was but t'other day Mr Pitt then state Minister
that an enquiry was instituted by commission from
his Majesty at the instance on an address of the House of Commons
into certain oppressions alledged to have been committed
in the House of Correction in Cold Bath Fields. It was
on as Mr Pitts own motive instance that the commission was granted
— why? because he flattered himself that had
no personal interest either of ambition of accommodation or of indolence
in the support of any abuses there — and from the complexion
of the charge his hope was that the abuses accusations in
it would be found either false or exaggerated. The opportunity
was too good a one to be neglected. a cloak of reputation
was to be purchased on the reputation of a regard
reputation for humanity and justice to be bought cheap: expence to
the public under two hundred pounds: expence in the
view of public men — the Commissioners — not worth reckoning.

At this very time, oppression in all of its possible shapes
pla designed planted, rooted, nursed up, supported for twelve
years together by Mr Pitt was carrying on, upon a scale a at least by <add>several hundred</add> thousand
fold times more extensive as great again than any thing that had been so
much as suspected in Cold Bath Fields. I, at my
