From the non-existence of any legal legislative power
coupled with the exercises of it that have taken place
follows a most compleat state of nullity, anarchy and
confusion, the picture of which if full and detailed
would be infinite, and of which the following features are
but specimens.

1. Grants of lands lands property in land appear to have been made in abundance:
all these grants are void: for this power of thus creating
property is that sort of power of which the whole
power of taxation one of the most important branches of legislation) is but a part.

unreported by Captain Collins; of several the principal groupes of

heads of Prevention of scarcity and famine.

Among all these ordinances, if there be any it is only
by accident if in the instance if here and there one
the ordinance or any thing that has been done under it has not been
illegal, and as such punishable under the name of punishment
or important satisfaction or both, on the ground
of immorality or civil injury. For every lash that has
been inflicted
, for every infamous privation of liberty by
confinement or forced labour or otherwise that has been sustained for every
pecuniary loss or other loss of property that has been sustained
