Supposed Superceded
The Settlers are they to obtain a market from Government
for the provisions they produce? In this case the
saving whatever to their land under to government under this
head is proportionably reduced? Is this market to be
refused to them? the motive to exertion is proportionally
reduced: their industry is paralyzed. It is only from the
quantity amount of the they could sell for money was their sole reserves fund
for the purchases of these liquid poisons on which they
set so much higher a value than on necessary food.
Exam With the benefit of this encouragement there seemed at that time but
little prospect that the amount of aggregate produce of their labour
would be sufficient for the aggregate amount of the demand
for that part of their maintenance, even in ordinary
years: much less for such an supply as when overflow
as would be afford a sufficient to supp reserve against the casual
deficiencies of unfavourable years. In point
of extent as to the proportional number, as well as in point
of intensity in the instance of each individual infected with
this ment mental disease, the degree of improvidence
appears from Captain Collins account much beyond any
thing which could a priori have been conceived. In
comparison of the pleasure of getting drunk, the set of

A constant surplus sufficient to provide against deficiences
through bad seasons in or other accidents can

expected to be kept up by the aggregate body of free Settlers. It would
require magazines of considerable extent and expence. For
