The obstacles The degree in which these obstacles are
surmounted will be liable of course to variation—and will be in
the joint proportion of the wisdom of the government
and the felicity of the times—the favourableness or
the unfavourableness of physical and other exterior occurrences.

On these contingencies depends the higher or
lower or higher level at which the rate of expence
will stand above reckoning from the minimum rate.

This minimum rate I have ventured to state as
superior to the rate at which the benefits of the Parliamentary establishment,
had the public faith been kept with me, in due time,
would have been obtained. The grounds of that assumption
are, as follows—data taken from the 28th Report
of the Committee of Finance.

Fixed expence as per last accounts Ao 179
Civil Establishment... 5,523
Military do... 16,906
Naval expence... 10,010
Total... £32,439.
Dividing this by the number of Convicts as per
last accounts, viz.... 3,070
This given for the amount per head of the fixed part of the
expence 10 1739/3070 = a little more than £10:10 £10.11.3 3/4—say for ease £10.10.

Add expence per head of transportation which
as per p.27 was £20 per head to which is to be added
the expence of conveyance from the Gaol to the time of Shipping
average say for a round sum though probably much more
£1. By far the convenient term of transportation is
7 years: of which a considerable part will have been exposed
before the Convict is shipped. Setting Supposing the sum of the deductions
to be made in this account to be equal to the sum of the addition
on the score of extra time in the case of transportation for fourteen
