3. Encrease chance
The concluding paragraph forms may be considered as forming a sort of key to those
which went before. Governor King had formed a small
"settlement at Hunter's River for the purpose of working
"the Coal, which is of the same nature with that of Newcastle."
The small settlement was unquestionably the
efficient cause of the produce of this coal mine: the
final cause is not to be stated with quite so lightly.
It is the part of a good Judge to enlarge his jurisdiction
is a maxim not unknown to English lawyers and
most abundantly verified illustrated by in the history of English law
That there is no natural want on the part of the species of
Officer thus characterized there is no natural want of a disposition
to exercise this virtue is not only illustrated
by that same history but fully verified. If for
Judge we read Governor, and for jurisdiction Government
the alteration will not lead us very wide of the truth.
In the present instance The Committee of Finance were not backward either to
recognize the truth of this maxim or to point the application
of it. This is but one of the many instances
in which what then was prophecy has under the fostering
care of the sacred founders of this "improved Colony"
been converted into history. But prophecy and history
are alike lost upon deaf adders.
