1)
When & by a man without interest an important truth
is deduced, and though from experience yet from experience
not his own — it is of course and passes for this
abstract, theoretical, speculative, visionary philosophical, visionary:
all which words, as often as they from are employ'd constitute so many distinct
arguments against it. When in pursuit under the impulse of a special
interest the same truth is brought forward, assumes
a more imposing shape: all these arguments — the only
arguments which the case furnishes — fly before it. It
is at the instance of traders and especially trading companies
that the greatest pains have been taken by governments, to
make capital shift from place to place its destination to — to fix capital or shift
from it from destination to destination — to cause it to go
run in some forced channel that is in a less advantageous
one in preference to its natural channel that is its most
advantageous one — under the notion that whatever so much as was thus
dealt with thus forced out of its course by encouragements
or discouragements was created. Who could have entertained any such expectation expected
to see that the greatest of all trading companies, devoting to the
side of truth and reason, and crying out urging and of
course to deaf ears the always incontestable and yet though
hitherto almost hidden truth — So much capital as you
send abroad — so much you send from home? — In the instance
of the East India Company behold the miracle verified! — behold
the paradox avowed!
