Condition known to be bad

What the state of the Colonial establishment really was and
was likely to be is one point, what it really appeared
to them to be to the pursuers official conspirators against
the Penitentiary establishment, to the pursuers of parties
concerned in the fabrication of this net of excuses pretences is
another. Each has its distinct and necessary/indispensable application to the object of
the present narrative: the proving that these and all
other pretences for the breach violation of the public
faith as pledged to the proper intended conductor
of the establishment are altogether groundless and inconclusive utterly unworthy of regard.
What then has thus been the real state of that pretendedly improved
Colonial establishment, in the real opinion of those
who make the boast of it?—the answer is
too bad—always too bad—much too bad to bear
exposing to the expose to public view—exposure to any official
hands to public few.
