That besides these acts of contradiction in regard to so
offences against the contemplation of the authority of Parliament
by concurring with the Commissioners Lords of the Treasury and their
Secretaries in giving declaring to the party contracting with the Treasury by a letter written after
many months declaration and conference, an determination
to
authority for setting on foot making preparations for an establishment
of double the magnitude, and consequently double
the expence, of that which, by the acceptance of the original proposal
they stood engaged to give;—such authority being given
in the express view, of making use of such necessary
encrease inducement of expence, as a pretence for the utter "relinquishment"
of the whole concern—and such pretence the
said establishment concern being thereafter accordingly relinquishment accordingly
—and such pretence accordingly made use of as a
grounded and reason for the relinquishment—such enchanced
enhancement so produced being according to such conceit and conspiracy falsely and busily imputed
to the contracting party, in a paper as a
ground for imputing to him an "encrease of terms;"—
and this in a paper addressed to Parliament, and precluding on
his part the possibility the possibility of a reply;—that this
proceeding—being an act of systematical fraud and
treachery and oppression—altogether repugnant to the presumption of
natural justice and good faith—is of itself (and
independently of the other acts sinister acts contraventions committed in
the prosecution of the same scheme) such a violation contravention
of the laws of morality—as is sufficient to render the parties
concerned in it, for ever unfit for the exercise of any public
trust.
