being, according to such conceit and conspiracy, falsely and
basely imputed to the contracting party — as a ground for imputing
to him an "increase of terms"; and this in a paper
addressed to Parliament, and precluding on his part the
possibility of a reply: — that this proceeding being an act of
systematical fraud and treachery and oppression — altogether
repugnant to the principles of natural justice and good faith—
is — of itself (and independently of other similar acts committed
in the prosecution of the same scheme) — such a violation
of the laws of morality, as is sufficient to render the parties
concerned in it, for ever unfit for the exercise of any public
trust. —
