Nor yet was it to this degraded cast that the oppression
was confined: for (if this account be to be taken for correct) not
a human being existing in the Colony stood exempted from it.
So soon as the Ship-masters were restrained from "bringing
"away" "from the settlement" "without the Governor's permission"
"any Convicts," so soon were they restrained from bringing
away, without the same permission, any "other persons". The
settlement was thus converted, or at least attempted to be converted,
into an immense Bastile; in a which rogues and honest men—
rogues under legal obligation to stay in it, and supposed reformed
rogues, having a legal right to quit it, were to be
the Jailor only alone being accommodated with a key, by means of
which it would be in his power to let out such, and such only,
as he pleased. If any human being — officer, Civil or Military —
Settle emancipated or independent — or of any other description
whatsoever, had either a private quarrel with the Governor, or on
public ground a desire to return to England to prefer a complaint,
or give evidence against him — this instruction (supposing it
correctly stated) would at the same time give impunity to a
guilty Governor — and level with the condition of a convicted felon,
that of the individual whom he had injured. —
To enable us to form a distinct conception of the conduct
pursued here at home at this time, in relation to the liberty of
departure from the Colony, as to the grand point — (I mean the
