II. Necessity of Jails and Jailgangs for closer inspection.

(6) July 1794. p.383. "During this month a building
"consisting of four cells for prisoners, was added to the Guardhouse
"on the east side of the Cove. This had long been
"greatly wanted
: and the whole being now enclosed with
"a strong , some advantage was expected to be derived
"from confinement adopted only as a punishment." p.383.

(c) December 1794. "A Jail gang was also ordered to be
"established at Toongabbie, for the employment and punishment
"of all bad an suspicious characters."—If I
understand this Jail-gang right, it consisted was comprised of a
set of workmen, working—though not within the
walls of a Jail—a place in which there could hardly
be any work to be done—but through in an the open field unconfined space—
an unenclosed field—, myet
but subject under the close inspection, of persons at
over them no guards, with or without the addition of
fetters to keep them from running away.

II. Necessity of Jails and Jail Gangs for closer inspection.

July 1796 p.487. The town of Sydney was shortly after filled
"with people from the different settlements, who came to the
"Judge Advocate for certificates of their having served their respective
"sentences. Among them were many who had run away
"from public labour before their time had expired; some who
"had escaped from confinement with crimes yet unpunished
"hanging over their heads; and some who, being for life, appeared
"by names different from those by which they were commonly
"known in the settlement. By the activity of the watchmen, &
"a minute investigation of the necessary books and papers,
"they were in general detected in the imposition, and were
"immediately sent to hard labour in town & jail gangs."

"To the latter of these gangs additions were every day making;
"scarcely a day or a night passed but some enormity was
"committed or attempted either on the property or persons of
"individuals."

August 1794. p.493. "The Jail gang at this time, notwithstanding
"the examples which had been made, consisted of upwards of
"five-and-twenty persons, and many of the female prisoners were
"found to be every whit as infamous as the men."
