7. Taxation
left for him to choose out of. One is to consume
less of the article itself nearly taxed:
another is to consume less of other things: and
to reduce his consumption to consume less partly of that, and partly of other
things. Tax any consumable article, you a
necessary effect is the diminution upon the consumption
of all consumable articles taken together;
and a probable one is the a more particular diminution upon
the consumption of that sort of article in particular.
In the age instance of the species of taxation here
in question, the case is altogether different
.
You diminish the aggregate of his entire
consumption, because inasmuch as in consequence
of the tax the price of that aggregate
is greater than it was before, if men consume
as much after the tax as before without encrease reducing
the consumption part their expenditure in proportion at the expence
of the production part of their expenditure, they
must in consequence of the tax have as much
put into their pockets as the amount of the tax
takes out of them and: and the tax has no tendency
to put into their pockets a single farthing.
In the instance of the species of
taxation here in question the case is altogether
different. Thereby is nothing of contemplation
in the case. In the vase of a tax on consumption,
the effect of the tax is the tax reduces the quantity which it
