True Bastille

8 Jany 1803

Preface

In two recent Letters to Lord Pelham, the on the subject
of the penal Colony system of penal Colonization of New South Wales as carried on in New
South Wales, the inexpediency of that establishment in every
imaginable point of view has been made out to the perfect
conviction of every person reader whose opinion has happened to come
within my notice.

On my entrance into that inquiry little did I suspect
that the charge of illegality any such blame as that would be either ad found attached
to it. Such amplitude of professional knowledge learning who could
have suspected any deficiency in the extrinsic application of it?
Such plenitude of political power who could have suspected
any deficiency in the exercise of it?

The suppl What seems strange is not always true
untrue: and the illegality of a system, acted on for the years together under
the eye of Parliament and the public for—acted on under the
eye of an Opperation not at once backward on some occasions to
take advantage of the misconduct upon the mistakes/misconduct or supposed mistakes misconduct of government men in power
may add to the exemplification of it.

Mentioning On mention made of the discovery to the for such it appeared
to this and that professional friend, the first I happened
to address myself to, judging a priori would not hear of it.
It would not be. Another The next having less faith and more patience
not the paper read it, considered it, reconsidered, and
it, professed himself concerned, and spoke of the arguments as
unanswerable incontrovertible.

Campbell and Hall
he was sure must
have read every thing
must have settled
every thing.
