which alone my claim to the/rested so much as a pretence to the the pretence of the system to the merit of
comparative superior praise of utility could ever have been grounded: I
mean the riddance preservation of the Mother Country from all forms subsequent
apprehension offences on the part of the same offenders heads: exclusively, because the views purposes designs views promoted served by such oppressions
were the views purposes views not of the organizers contrivers of the system
and of them only—not of those the subordinate instruments/local agents to whom the execution
of it was committed; and because it was not
natural that among professional /official/ men a to men a system by men not led by any
any professional steady path track into the investigation of legal niceties,
so much as a system should suspicion should have arisen, that in
a system, put into their hands by their official superiors, comprising and those comprising the supreme executive
authority of the state, any thing should be wanting should be suspected of wanting any thing
to render it conformable to the either to the spirit or the
letter of the law; especially after the recourse application
from which that had been on that very occasion they had been seen made to the legislature itself for powers, and powers
obtained in consequence.

The conclusions to which constitute are the object of the enquiry discussion
leads, being thus announced, I proceed to the proof which lead to
them will the proof will constitute the principal matter
of the ensuing pages.
