Beginning

The Once more, it is not in the injury to the individuals is not however that
main grievance which constitutes we are to look for the main object of the
present pages: nor yet in the so much more extensive mischief, accruing injury done to the whole body
of the community, by from the repugnancy of the system
to every one of the ends of penal justice. These are the
topics already handled at least if not exhausted elsewhere.

The grievance by which has provoked alone the present disputation
was provoked, was is of of a still higher
rank. It consists of the wound given to the whole
body of his Majesty's subjects, through the sides of that people of the people, in what used at least to be the
constitution, which by tenderest part—a wound—in the vitals of that their ancestors forefathers at least
used to be held so dear was an object of such fond
attachment, a subject of such unceasing jealousy. Over upon

In this point of view the impression sensation made by
the discovery was such as I can conceive imagine to have
been produced on the part of many excellent worthy men
more jealous though not more ardent lovers of that constitution than myself, in by
the use made the case of General Warrants before the illegality of
the power so assumed had been established by judicial
authority.

British subjects, the agents of the Crown, have exercised legislative
power have legislated for a course of 14 years without authority from Parliament:+
they have exercised an authority so compleatly
is compleatly autocratical as was ever exercised in
Russia: they have maintained a tyranny—not the once
formed argumentative tyranny of forty days, but a too real tyranny
of 14 years: they have exercised it not only over this
or that degraded class alone whose ignominy may seem to have
separated their lot from the common lot of their fellow subjects,
but over multitudes as free from blemish as themselves: they
have exercised it for the purpose of violating the principles exercising the most glaring
of justice of oppression: for the purpose of inflicting punishment without
guilt issue upon or whom the whole fund of just and legal punishment
had already been exhausted.+2
