Ask him, Sir, what was the Memorial, penned last summer under his eye,
what the occasion — and what the fruit of it. — Ask him, what was that arrangement,
the entire responsibility of which he was, and is, ready to stand forth, and
take upon himself — not in private only, but in Parliament. —
Ask him, or rather ask yourself, Sir, whether it be in the power of a Secretary of
State, by a letter written on I know not what undisclosed day in the latter part
of the year 1800 (in direct contradiction to a letter of his own written after Six
Months deliberation in the former part of the same year — communicated to, and
acted upon, by the party interested —) ask yourself, Sir, whether it be in the power of
a letter so circumstanced — or of any letter — to cancel an engagement, made in substance
in July 1793, made in form — after passing through all the Law Offices, in Dec. 1795,
and wanting nothing but the bare ceremony of signature — confirmed by imprest of
money in 1794 — by votes and Grants of public money in 1799 — and by purchases
therewith made of land, and possession obtained in consequence: — pressed
upon administration for performance in 1798, with marks of decent but very intelligible
censure for the neglect, by that Committee of the House of Commons, whose Report
has been taken for the spring and standard of financial measures in every
other instance. 2 —
In referring you, Sir, as I have done, to a man in whom every body
has confidence, I have given myself the only claim which a man like me
could give himself to your's: but I flatter myself it will not be insufficient
for the present purpose.
